A new Bureau of Industry and Security (BIS) rule that becomes effective March 8th will impact exporters and, potentially, how forwarders in their role as AES filers report certain commodities in AES. 
 
The new BIS rule (Click Here) includes a semi-annual reporting requirement under the Conventional Arms Treaty for firearms controlled under the new ECCNs (0x5zz series). BIS has crafted an alternate reporting method for exporters or their authorized agents to file the information in AES.  Exports under certain licenses and exceptions for these ECCNs are to be reported in the commodity description field in AES. 
 
The NCBFAA has discussed potential forwarder challenges with BIS, and we expect to see FAQs from them that will clarify the requirements. NCBFAA will keep the membership apprised.
